Ok! If you do have an approved Twitter Developer Account - What happens when you click the button to create a new app? Sounds like that’s the next step. What web browser are you using, by the way?
If you do not have a developer account we will need to go to the start and look at that process.

Hi Ramesh, we are trying to help, but we need to understand what stage you are at. Have you clicked the button to apply for a developer account on the website? (Create an app → popup dialog “please apply for a developer account” → Apply) - you will need to do this. There’s no shortcut we can provide.

According to the message at the top of the page, your developer account was not approved. Unfortunately that means you will not be able to proceed to create an application. There is currently no way to re-apply for access to the developer platform and API, so we are unable to help you at this time.
