Writing an app that uses at-mentions for potential clients

I want to better understand the Spam Rule regarding unsolicited at-mentions.
My app creates tailor-made pages for potential clients, and I want it to send the links to the pages using an at-mention.

Is it OK to send only ONE unsolicited at-mention per potential client?
Is it about the total amount of unsolicited at-mentions?
Is there a daily limit to this?
