Will the same URL in different tweets be mapped to the same t.co wrapped URL?

If i have a URL xyz.com, and i posted it in a tweet, then it’ll be wrapped into let’s say t.co/123.
What if someone else posted the same xyz.com URL in a tweet in a different time, will it also be mapped to t.co/123 ?

Another query, what if i wrapped xyz.com before posting it to twitter into bit.ly service, will the same t.co/123 appear to me ?

If it’s tweeted by the same user, the t.co URL should stay the same, but if it’s tweeted by a different user it will change.
