Will the API call limit apply to this scenario?


A little advice if possible as I am getting mixed feed back from different developers.

We want to build an app and website widget that will pull in all realtime messages (and other users responses) from a single user, track a hashtag (the hashtag receives around 400-800 tweets per minute for a full hour) and gives users the ability to log in and ask questions/respond to the main single user we are tracking. We should be able to have anywhere from between 20,000 - 100,000 users in a given hour.

Is this possible under the Twitter API call restrictions? Or would the 100k users apply to this?
