Wich API?

Hi there, does anyone knows wich one API to do this?

1. If target user’s upload an image, i automatically tweet like “From Elaine: …”
2. If target user’s mention someone, i automatically tweet “si Novinta mentioned: …”, plus image.
   Wich API&Parameters i should use it?

Generally I would discourage you from doing this as it sounds like it would be really annoying and likely get blocked by users.
If you still want to do that, you can use the streaming API with a filter parameter to know when such a Tweet is posted and react accordingly to that.
