Why is my application for twitter developer account under review for more than 4 months?

Why is my application for twitter developer account under review for more than 4 months? I’ve only been able to create one app. But now, I can’t make more. When I click on “Create app” it shows “You cannot create apps because your developer account is pending.”. May I know what’s happening here? What should I do to get it working as soon as possible? I’ve already updated the description of the app I mentioned.

You didn’t reply to our email requesting more information so the case closed. Could you check for an email that was sent on September 4th and reply back to it so we can reopen the case?
