Why doesn't Twitter generate a twitter card for this URL?

no Twitter Card is shown, as is true for more “new” posts on my site. For older posts, it seems as though Twitter does show Twitter cards, which I think is weird. Is there any logic to this? Is something missing in the twitter:card implementation on this URL:

As long as there is no debug tool there’s really no way to figure it out

You can use https://dev.twitter.com/docs/cards/preview to test your markup (by URL or by pasting tags in the textarea). Seems like the is no description provided by your markup, that would prevent a card from rendering.

Sadly, not yet. You could try re-tweeting the link using a link shortener like bitly.
