Whitelisting for "delivery by country"?

We’d like to take advantage of the “delivery by country” feature within our app. According to the documentation: “Only whitelisted client applications have access to this feature.”

We have verified that we’re unable to take advantage of this feature; when we include the narrowcast_place_ids parameter when calling the statuses/update endpoint we get: Twitter::Error::Forbidden: Not authorized to use this endpoint.

I don’t see any details in the documentation on getting whitelisted. How would we go about doing this?
