Which card shows when 2 links in a Tweet?

When a Tweet contains multiple URLs to pages which have Twitter cards, what determines which card is displayed with the Tweet?

For example, in this Tweet I was expecting a card from the linked Flickr gallery, unaware that the hotel website I was linking to also had a card. Twitter has chosen to display the hotel’s card rather than Flickr’s:

Is there anything I could’ve done differently to persuade Twitter to choose the Flickr card instead?

I believe (but I am not certain) that the last URL will be used to crawl and render a card.
