I can’t find a source for basic information such as, …am I spending real money in the sandbox? …what is its purpose? I’ve read the paragraph found at https://dev.twitter.com/ads/overview/getting-started, but it’s not very informative.

Nope, the sandbox is meant to be used for development and testing, so nothing from the sandbox will serve to users.
