“View media” sometimes shows up for a Twitter card when it should be “View summary” instead.

The Dec 6 Tweet:
Contains “wp.me/svb6i-1367” which redirects to http://scruffian.wordpress.com/2012/12/06/1367/ and has the following Twitter-related meta tags:
meta name=“twitter:site” content="@wordpressdotcom" />
meta name=“twitter:card” content=“summary” />
meta name=“twitter:creator” content="@scruffian" />
(I left the leading “<” out to make sure the meta tag lines would display in the forum.)
The Feb 18 Tweet:
Contains "http://wp.me/svb6i-1369 " which redirects to http://scruffian.wordpress.com/2013/02/18/1369/ and has the following Twitter-related meta tags:
meta name=“twitter:site” content="@wordpressdotcom" />
meta name=“twitter:card” content=“summary” />
meta name=“twitter:creator” content="@scruffian" />

Both Tweets are pointing to pages that set “twitter:card” = “summary” and contain plain text as the content of the page.
Why does the Dec 6 Tweet have show up with “View summary” while the Feb 18 one shows up with “View media”?
When exactly is “Show media” used? I checked the documentation at https://dev.twitter.com/docs/cards but it doesn’t mention “Show media”.
