You’re experiencing a rate limit while performing operations on your lists? The rate limits documented here generally are read-based limits. While there are some upper bounds to write actions associated with accounts, you should be able to add more than 15 users to a list in 15 minutes. Are you using a library perhaps that is making additional, unnecessary API calls?
