Both the Advertiser OAuth Token and the Ads Manager Role OAuth Token will allow you to access an Ads account, manage campaigns, access analytics and create cards on behalf of a User.

Using an Advertiser OAuth Token, rate limits are distinct per Advertiser and you can create Tweets on behalf of a User.

Using an Ads Manager Role Token (also known as a Developer OAuth Token) allows Developer Access via the Twitter Ads UI and Tweet creation is limited to Promoted-Only Tweets, pending granting access to create Tweets.
