Hello, I have a list of about 600 twitter accounts, and I would like to get all the tweets on their timeline. I have used the free api to get up to 3200 of their tweets. I was looking at the premium subscriptions, which have higher rate limits, but I can’t find anything explicitly stating that it would allow me to increase the 3200 tweet limit – which choice should I select to be able to get this? Or should I do a search query instead?

This is not accurate. The premium APIs enable access to search for 30 days and full archive, there are no additions to rate limits.
The Twitter user timelines API, which is what you are talking about, has a hard limit of 3200 Tweets. This is the same in v1.1 and in v2.
If you need to retrieve more Tweets for a specific user, you will need to use a premium or enterprise full archive search and search for Tweets from that specific user.
There is no other option here that I am aware of.
