Can we subscribe to the webhook notifications for some random account other then own account?
You need the user token (authentication) in order to subscribe. So, no you cannot subscribe to, say, a pop star’s own account without them signing in to your app. This is a privacy issue. However, if the user token is available to you, then yes, you can subscribe to their account interactions.
