Waiting list for the Premium APIs

Hi.
I applied for the Premium API in May, and I returned it in detail via email, but it does not apply to me. I am a Master’s student and I have been studying for a short time ( Research and analysis about anxiety and desire for radiation exposure).
I would like to ask at what point in time when there is a possibility of approval.
