Not at this time – it will continue to behave like 1.0-era limits until write-based limits become part of version 1.1. You should be getting the media “rate limiting” headers in your responses – these really belong to the user (like tweeting and direct message limits), not the app and aren’t actually rate limits but allowances in the current model.
