Using Tweet Button to share a different URL from the URL that the Tweet button is displayed on?

Is it possible to place a tweet button on a page within a customers account, so they could press the tweet button to deliver a message that includes a URL for the homepage, rather than a URL for the current page

Yes it is possible. The documentation has some examples of different ways to configure this: https://dev.twitter.com/docs/tweet-button but here is one that specifies an alternate URL:
