User metadata from hydration of Tweet ID

Hi,
I have a few tweet IDs that I am hydrating through the REST API. Is there official documentation on how the process works? I am specifically interested to know if the user metadata (numbers of followers, following etc) are the same as when the tweet was originally recorded, or populated from the current information of the user profile. I have noticed that some URLs of profile pictures are now defunct, so I suspect it is the older information, but I would appreciate a concrete answer and possibily some Twitter documentation on how REST API works when search term is the tweet ID.

Can you please provide an example of a situation where the profile picture is now defunct? The full JSON would be much appreciated.
