User->lang value returned as "Select Language..."

Hitting the /1.1/statuses/show endpoint for Tweet ID 531170405869174784 returns the value of the user->lang field as “Select Language…”.
The Users API Docs state that the user->lang field value should always be the BCP 47 code for the user’s self-declared user interface language.
