Upload multiple gif images

Natively on twitter, I cannot upload multiple non-animated gifs. But I can do that from api. Is this supposed to be a bug from twitter side? or it might be get blocked later in api as well.
I cannot find any documentation about this. Can some one please confirm as there is different behaviour from these two methods?

You can upload multiple GIFs via the API - but you may only attach one to a Tweet.

The rules are up to 4 static images; one animated GIF; or one video.

But why can’t i add more than one static gif images natively but can do this via api.

I suspect that the apps make an assumption that a GIF may have multiple frames / be animated, so don’t let you add more than one. I’m not sure of the reasoning behind that.
