Units of "order quantity" and "sale value"

When pulling “order quantity” data from the Analytics Ads API, all of the values appear to be quite large. For example, the smallest non-zero order quantity we see is 1000000.

Are these in micro units?

Similarly is the “sale value” metric reporting in microdollars?
