Unable to add a new user or admin to the app. Error: "User is already a member of an account"

Unable to add a new user or admin to the app. After sending invitation to a user to become a admin, app does not appears to that user’s app page.

Re inviting the same user shows a error : “User is already a member of an account”.

Where to look for a invitation request in the developer portal for a user’s perspective? How to find the app?

This sounds like the expected behavior at this point in time. You can read more about this functionality under the Team roles functionality, abilities, limitations section of this page:

At this point in time, developer account users can only see those apps that they own.
