twitterによる、ウェブサービスの登録並びにログインの実装を検討しています。登録を行う際にユーザーがtwitterにおいて電話番号認証を完了しているか取得することは可能でしょうか。
また、twitterにおいて登録できる電話番号は日本以外でもSMSが受け取れれば何でも登録可能なのでしょうか。サービスにおける複数アカウント対策のために電話番号の認証を実装しているためお伺いできますと幸いです。

The answer to your first question is no: we do not publicly surface private information such as phone numbers.

As far as I’m aware, the only restriction around phone numbers is with Google Phone numbers that are restricted to just one single account. However, if you run into any specific issues with phone numbers, please do let us know and we can help you troubleshoot.
