While I’m not sure what exactly is going wrong for you, one thing I can see being problematic is that you’re not encoding your query string correctly for the intent.

Instead of:
"https://twitter.com/intent/tweet?url=http://localhost:9648/WebForm1.aspx&text=testing web intents "

You want to encode those characters correctly, such as:
“https://twitter.com/intent/tweet?url=http%3A%2F%2Flocalhost%3A9648%2FWebForm1.aspx%26text%3Dtesting%20web%20intents%20”
