Twitter target Post is not visible to targeted Audience

Lets say we have 2 twitter accounts A and B.
A’s location - India
B’s location - Toronto

A has followed B

When we tweet via a third party tool on account B, with targeting applied for location: India the tweet is not visible on A’s timeline.

On querying Twitter’s console :

What is the expected behavior?
