Twitter reports an error "Status is over 140 characters" when its not ?!

My app has tried to send out the following message today…

"Dynamic speakers will show you what you need to generate new ideas to grow your business Register tinyurl.com/lus2e96” with an attached photo.

The message is 117 characters + 23 reserved for the photo = 140 EXACTLY

But Twitter have said…

“403:The request is understood, but it has been refused. An accompanying error message will explain why. This code is used when requests are being denied due to update limits (https://support.twitter.com/articles/15364-about-twitter-limits-update-api-dm-and-following). message - Status is over 140 characters. code - 186”

So I’m not sure why Twitter say its > 140 characters, could the tiny.url have caused an issue, or am I not reserving enough characters for the photo?
