Twitter Link Preview won't show

My Twitter meta information is correct, but when writing a tweet the URL link preview image does not show.

Twitter Card Inspector Results:
INFO: Page fetched successfully
INFO: 13 metatags were found
INFO: twitter:card = summary_large_image tag found
INFO: Card loaded successfully

But when composing a tweet:

List of steps taken to troubleshoot the issue:

1. Refreshed the site’s cache = resulting in no change.

2. Tried previous press release link with the same source code formatting = this link has no issue, but the problem URL still will not preview.

3. Tried changing the name of the preview image = resulting in no change.

4. Confirmed accurate preview image size.

5. Tried to refresh twitter cache by entering url?1234 and by changing the preview link image source to url#1234 = resulting in no change.

6. Refreshed my local device cache = resulting in no change.

I am confused as to why other links with the same formatting result in no issue, while this specific link will not preview successfully, especially when the Twitter Card Validator says there should be no issues.
