Twitter intent tweet url giving 403 forbidden on IE11

I’m having a trouble with twitter intent tweet url in IE11.
I have a client that reports that on my website he’s trying to tweet (thru a link on my website) using IE11 and he’s having a HTTP 403 Forbidden error. The problem doesn’t happen if the client wants to share the url thru Chrome and on my machine and a coworker machine we can’t reproduce the error.

The url to tweet is something like this: https://twitter.com/intent/tweet?url={url}

What can be happening?
