Yeah, it looks like it’s still unmaintained. I would still suggest trying to move to something like twarc:

I would try twarc in the mean time, while the tool may be down:

As opposed to waiting for it to be fixed, but worth posting this and highlighting that it’s still an issue.

Is there any prospect that the Tweet Downloader will be restored? It has been down for quite some time now. I don’t see any progress there yet. How long will it take? That’s the only system I can use since I’m a novice… Please, someone, do resolve the issue!!!

I think your best bet is still to dive in and get twarc to work, as this will serve you for much larger collections down the line:
