Twitter Geo Targeted post to Oman visible in Saudi Arabia

Hi,

We had a tweet which was targetted to Oman. However it was visible in Saudi Arabia as well. Tweet is https://twitter.com/Saudi_Airlines/status/720235145467453441

Can anyone please suggest what can be the issue here ?

We are using Twitter Gem in our rails application to post this tweet.
Endpoint that we are using: https://ads-api.twitter.com
path: /targeting_criteria/locations/

Note that this tweet is not visible in other non targeted countries but somehow its visible in Saudi Arabia. Can you please check if targeting applied on this tweet is correct and why it could be visible in Saudi Arabia?
