Twitter API example query for get all tweets

I’m new to Twitter API
I want to get all tweets from Twitter REST API (from all users that are public not only who I followed) that have specific language (for example English) and aren’t older than 24h How can I build the query?

Just to understand you correctly: Are you looking for a subset of all Tweets in a certain language, sent in the past day, or are you looking for a complete list of all such Tweets, or are you ready to consume matching Tweets in realtime when they arrive?
