We’ve encountered some limit on the amount of tweets that can be created in a given timeframe.
As we understand from our AM, there’s a limit per application id.
So we thought about creating multiple applications but it seems that only one app can be created under a project.
and we cannot find a way to create more than 1 project, so we are actually limited to just 1 app.
How can we achieve that? can we somehow create more than 1 project on our account?

The tweet limit on API overlaps with an overall tweet limit for that user account. You cannot tweet more than a certain number of times via a single twitter account which is a mechanism in place to prevent spam and other forms of abuse. In short, we do not recommend trying to create multiple apps to tweet from as it will just hit those overall limits more quickly and possibly even lead to the user account getting suspended. Additionally, all API apps must have one-off approved elevation to tweet more than these default limits as described in the original announcement.
For promoted tweets, there are several mechanisms which can help avoid rate limits, including draft tweets and scheduled promoted tweets. You may also create promoted tweets in bulk for testing purposes (like creative testing) and simply have to work under the rate limits with a background task.

(we have multiple ad accounts connected to same twitter handle)
