Hi There,
I am an Assistant professor in a Portuguese University (Universidade Nova de Lisboa).
Currently, I am working on a project with colleagues from the University of Amsterdam (UvA), and two of our students (who are enrolled in my institution) applied for the Academic API. It is my understanding, from the information on your page (https://developer.twitter.com/en/products/twitter-api/academic-research), that the API is open, upon request, for graduate students to work on their thesis dissertation work and conduct their research. Hence, I told both students to apply.
However, the Twitter team sent back, to both students, a request to provide further proof that they are students and of their identity. Some of the information requested is simply impossible to provide (e.g., a webpage of the university with a student’s directory, which does not exist as it would break privacy laws in Portugal; or a Google Scholar profile, which she doesn’t have because she is a Masters student without prior publications).
Instead, the students sent back a letter issued by the school confirming their enrollment in the master’s program. Moreover, they pointed out that I am their supervisor and shared my academic credentials (Google Scholar, ORCID, plus the school webpage with my profile as a professor). Since we were in the process of creating a webpage to publicize our project and collaboration (me and my colleagues at UvA), we ended up rushing and publishing the page online so that we had a web address where the students are clearly shown as part of a team of researchers.
Needless to say, their application got rejected, under the premise that they are not eligible.
Honestly, I do not understand why, and I would like someone to be kind to clarify to me why they are not eligible. Am I missing something?

I’m not twitter but it might be better for you to apply, sometimes it’s the twitter account for students doesn’t look legitimate enough (too new, not enough details etc) Twitter Developer Access - twarc
