Tweets dataset for academic research

I collected a large amount of Tweets over a duration of three months and I would like to make this dataset available for other researchers. From reading the developer agreement and policy I understand that we’re only allowed to share Tweet ID and User ID, is there any exception for using the data for research?

No, you should only be sharing the Tweet IDs and User IDs, and only up to the limits described in the policy. This ensures that user privacy is respected if Tweets have been deleted since you collected the data, as they will no longer be retrievable.

Does VII.C pose any constraint on the countries the researchers should come from in order to be able to share the data? For example, should I make sure that the researchers I share my Tweet IDs with are not from embargoed countries?
