Tweeting User customized text

Hello,

After the Users Signs in over the API and is redirected to a custom page, I want that one the Custom page is a text Box where the User can enter a @ username and then sends a customized Tweet with the Username entered in the Textbox. I am a beginner to coding so it would be great if you could explain it a bit to me
