It looks like it could be an uncaught exception. Do you have a timestamp of when you made these requests? That will help us check the logs.
I took a look at the account and it looks like it doesn’t have access to Tweets. This applies both to Tweet creation*, Scoped Timeline, and Tweets Manager on ads.twitter.com. This is likely why you’re not able to create a Tweet.
Also, it’d help us out if you could copy and paste the request and response next time so that it’s easier to look up IDs.
