Tweet Character Count Issues

Dear Twitter team,

I have been noticing some issues with the Tweet Character count. I have been observing the following rules:

Each Tweet can have a maximum of 140 characters except in the following cases:

• when a tweet has an image, the tweet can only have 116 characters of text
• when a tweet has an link - no matter how long the link is, the tweet can only have 116 characters of text
• when a tweet has a link and an image, the tweet can only have 92 characters of text

Can someone confirm or deny these? This is not really present anywhere in the documentation, but it can be inferred if you hit the API with the above scenarios, or test the Twitter UI with the same cases. If someone can confirm this, it would be very good to have some documentation around this.

This is true and relates to the way that we wrap URLs with t.co and also how we attach images. In both cases the additional URLs are 23 characters long (via the help/configuration endpoint) plus a space.
