Tweet button is grayed-out

My tweet button is grayed out and I cannot tweet, how do I fix this?
The box is there for me to type my tweet, however, when I go to click on the tweet button, it is grayed out so I cannot click it and it never sends the tweet. I am only having this issue from my PC, I DO NOT have the issue when tweeting from my phone.

In need to embed a image or media such as video from a URL in a tweet from a blog site, to make a tweet effective.
Can we get that functionality?
