Tweet Broadcast and Timeline Behavior

I’m using the REST API and want to clarify the broadcast behavior of tweets in order to better understand the expected results.

There seem to be two different sets of information. In this blog post by Twitter https://blog.twitter.com/official/en_us/a/express-even-more-in-140-characters.html , it indicates that using “@username” at the beginning of a Tweet will now broadcast to everyone (“Coming soon”, but over a year old now). However, on this (un-dated) support page https://support.twitter.com/articles/119138 , it says that only people who follow both me and “@username” will receive the post.

Does anyone know if the new behavior has been rolled out? Or what the broadcast behavior is/likely to be for 2017/2018?

The planned change to the broadcast behaviour indicated in the blog post you mention was not rolled out. Nothing has changed or is expected to change in the immediate future.
