Trends API promoted_content property always null

In API version 1.0 and 1.1 the promoted_content property in the /trends/place.json responses is always null. I can’t do any request, or see any examples where it is not null. Is someone able to shed some light on this? Is it specific partners who can see it?

I’d like more info about the promoted_content field too.
