Does Twitter provide any lists of top tweeting users/influencers in specific locations/regions.

No, not that i know of anyway - this is something you might be able to find on various lists compiled by different people - and really depends on how you define “influencer” - for some areas, the most influential accounts may not be the most followed or retweeted, but most connected.

Thanks Igor. Basically I am trying to collect users who are experts/authorities in several topics. Specifically I am interested in users in the Arabic region and who tweet in Arabic, which I could not find lists compiled by people as opposed to English users which maybe easier to find.

Searching the influencers only by language gives vague results. You might have to narrow the search with more filters.

I think your best bet is curating lists of users manually - you could try the Search API to look for tweets with lang:ar and then examine the users - or use the web search which has different query operators to find popular tweets and take the users from that maybe? eg: https://twitter.com/search?q=filter%3Averified%20lang%3Aar%20min_retweets%3A10000&src=typed_query&f=live
