There needs to be a better spam/Bullying policy/way to report in on Twitter, especially when it comes to harassment of celebrities

I’ve seen celebrities like @leannrimes get harassed day after day, and the people that do it will harass anyone who defends her. Those bullies think they own Twitter and have been reported many times by many people, so why is nothing done to stop this? It’s really sad that they harass non-stop, 24/7, and it’s even sadder that Twitter just sits back and lets this happen.
