The submit button when applying for the elevated access does not work

I can’t freaking submit my request to upgrade to the twitter elevated access of the API, and now every code i run with python-twitter says that i need to have the elevated access if i wanna use v1 endpoints. please help me. i have tried this with two different accounts already.

I think the UI is broken right now:
