Have you applied for and received confirmation that your application has access to the Ads API? If not, you should submit your request here : Advertising API License Agreement | Docs | Twitter Developer Platform

these OAuth imformations has not enough access to Twitter Ads API ? if not enough permissions to access and how to regenerat OAuth tokens again ? thanks.

Have you applied for the Ads API? This is additional to the Twitter Developer Account. The same tokens can work, but you need to have your application approved for access to Ads.
