Test OAuth not working and Twitter says they have not blocked my application

I press the ‘Test OAuth’ button in: https://dev.twitter.com/apps/5963574/oauth and receive the following error:
Invalid auth/bad request (got a 403, expected HTTP/1.1 20X or a redirect)

I didn’t make any API requests for about 1 month but am still unable to create a valid OAuth token. Twitter has told me my application has not been suspended though.

I’ve also tried creating a new account, application and OAuth token and run into the same issues.

This looks like you are not the owner of the app you are testing. Is this a URL you cut and pasted from somewhere? You can access your apps from https://apps.twitter.com/.
