Hello everyone. Since Jun 18th, some developers have been encountering an issue creating new apps and obtaining API tokens from apps.twitter.com - manifested as constant requests to add a phone number to the account. We are deeply sorry for the frustration that this is causing to our developer community.
Over the weekend the platform team have been investigating the issue. Twitter is a complex system, and in this case the issue appears to be related to latency and cache replication, which causes the system not to notice phone number updates - so you are prompted to add a phone number to your account even if you already have one associated / just added one.
If you are having issues getting past the first step i.e. associating a mobile number with your account, please use the last form option on https://support.twitter.com/forms/platform and a member of our platform operations team will assist you.
We are working on resolving this fully. Some developers may find that trying the app creation step again after a short period of time will enable them to create an app and obtain their tokens. We will update this thread with additional resolution information as we move forward.
