This isn’t a programming related question.
I have created a tailored audience, from Tools > Audiences, but when I try to select it from Campaigns > Create Campaign the custom audience doesn´t change. My audience estimate is not segmentated even though I have 12,5K users on my audience.

Your best bet is to reach out to support via the Help link on ads.twitter.com as this question is not Ads API specific.
