Subscribe to account activity (premium), not user owner

I have a working webhooks with the owner subscriber. In the documentation read: “For the premium tier of the Account Activity API, the free “sandbox” offering includes 15 subscriptions.”

I want to subscribe other accounts (also own), of which I have all the authentication tokens. What would be the sequence of steps for the subscription in this way via api? Without implementing a login button.

Trying “3-legged OAuth” like this (library twitteroauth - php):

$tw = new TwitterOAuth($consumer_key_owner, $consumer_secret_owner, $access_token_subscriptor, $access_secret_subscriptor);

I get:

[code] => 32
[message] => Could not authenticate you.

Was your application set to read,write,direct message permissions when you the authentication tokens were generated? If not, you may need to re-generate your access tokens.

The Account Activity API request for creating a subscription here uses the access token from the 3-Legged Oauth authentication process to add that authorized @user as a subscription.
