Streaming API or REST API to get new tweets

Hey guys,
let’s say that when Barack Obama tweets I want to get some sort of a notification (any kind, changing an HTML node etc…)

Obama didn’t authenticate my app, can I still get his timeline stream with the Streaming API?

Sure, just use the follow parameter on the Streaming filter endpoint.
